Tuesday afternoon and the spreading smoke of yet another homeless encampment fire in Oakland. These fires happen often — one disrupted a recent wedding at Lake Merritt. Another destroyed half a dozen tents under the estuary bridge (where people are already setting up tents again). And one shut down traffic on Interstates 580 and 880. Oakland’s politicians don’t do much about this perennial problem.
